Unity and Rochester General File Certificate of Need to Create New Health Care System

Unity Health System and Rochester General Health System jointly filed a Certificate of Need (CON) application with the New York State Department of Health, the NYS Office of Mental Health, and the Office of Alcohol and Substance Abuse Services.

The application begins the State process to develop the new system's parent company, which will oversee the current NYS-licensed and regulated health care affiliates of Unity and RGHS. The information contained in the CON application describes the preliminary framework and governance structure for the new parent company.

For the purposes of the CON submission, the working title for the new system is “RU System.” The actual system name and how best to identify the affiliates as part of the new system will be determined with input from both organizations following regulatory approvals.

As part of the application process to create the parent company, the following Board Officers are identified: Robert A. Dobies, Chair (Current Chair, RGHS); Michael R. Nuccitelli, Vice Chair (Current Chair, Unity); Robert S. Sands, Secretary (Current Vice Chair, RGHS); Faheem A.R. Masood, Treasurer (Current Treasurer, Unity).

It is anticipated that the submission will be reviewed at the NYS Public Health and Health Planning Council meeting in April.
